                                    COUNCIL MEETING MINUTES
                                                  For April 18, 2016

I.  CALL TO ORDER: Mayor John Jaeger called the meeting to order at 7:00 p.m. Council members present at the meeting were Jaeger, Ted Blaszak, Alyssa Heagy, Roy Schulz, David Tysz, and Troy Wilson. Kynda Browning, Clerk/Treasurer, was also in attendance. In attendance in the audience were Keith Andersson, Debbie Groom, Diane Harp and Matt Morkert.

II.  PLEDGE OF ALLEGIANCE: Mayor John Jaeger asked those present to join him in the Pledge of Allegiance.

III.  PROFESSIONAL CONSULTATION: Matt Morkert was in attendance and discussed the following:

~He talked to the council about the CDBG application that is due in June. He said we have chlorine issues at the sewer plant. They talked about changing from chlorine to a UV system. We will have a public hearing on May 2, 2016, to see if we want to apply for a grant for the UV system. He also announced we received funding for the planning-only grant from CDBG for the sewer I and I.


~He talked about the Safe Routes to School Project. After discussion, it was decided to apply for the Safe Routes to School Project from Line Street to Main Street across the bridge on Highway 27.


~He told the council that Granite Construction came and did the warranty work last week.


~He will talk to MDM about removing the silt fence.


Diane Harp was in attendance and talked about a Youth Mental Health First Aid Class on May 7, 2016.


IV.  COMMENTS FROM THE AUDIENCE: There were none.


V.  CORRESPONDENCE: There was none.


VI.  OLD BUSINESS:


A.  NEGOTIATIONS: Ted Blaszak presented a salary proposal chart. Roy Schulz made a motion to accept plan B beginning May 1, 2016. (Plan B will provide health insurance for all the employees, raise Duane Groom's salary by $1,800.00 per year, change Tara Chittenden to 40 hours per week, change Kevin Turnbough from full family medical benefits to the amount of pay for full family, charge him for his family insurance and make Kynda Browning a manager.) Dave Tysz seconded the motion; there was discussion. Roy Schulz amended the main motion so that Tara Chittenden's hourly rate remains at $14.41 per hour. Dave Tysz seconded the motion, the council voted on the amendment; all were in favor.  The council passed the main motion as amended.

B.  ANIMAL ORDINANCE: Mayor Jaeger passed out the proposed animal ordinance. The council will review it, and we will discuss it at the May 2, 2016, meeting.

C.  NOON WHISTLE: Mayor Jaeger told the council that we have someone scheduled to fix the noon whistle. He is waiting for parts.

VII.  NEW BUSINESS:

A.  RESOLUTION TO TRANSFER MONEY FROM CD TO FD AND CJ:
Browning presented Resolution No. 16-2, transferring $20,000 from the current expense fund to the fire fund and $46,000 from the current expense fund to the criminal justice fund. Roy Schulz made a motion to pass Resolution No. 16-2 as presented. Alyssa Heagy seconded the motion; all council members voted yes.

B.  CONCERN WITH BUIDLING ON CORNER OF CROSBY AND CONNELL: Zach Lanham viewed the building and said that it needs to be fixed. A letter will be sent to the owner. It was decided we should block off the sidewalk until the building can be fixed.

C.  GOALS FOR 2016 -2017: Mayor Jaeger passed out the goals we had from last year and asked the council to review them and make suggested changes at the next meeting.

D.  FUTURE OF OUR BURN PILE: Mayor Jaeger asked the council if they want us to continue to have a burn pile that is available for people to use. After discussion it was decided to have the burn pile available and burn it more often.

E.  STATUS OF COHN MONEY: Gloria Rasmussen will write a letter, have Stephen Bishop approve it, and distribute it to the council for approval.

F.  FEE RESOLUTION - MOWING RATES:
Mayor Jaeger said when we mow someone's yard, our resolution says we are to charge $60.00 an hour. He would like us to change it to $30.00. After discussion, Ted Blaszak made a motion to change the mowing rate to $30.00 an hour. Alyssa Heagy seconded the motion; all council members voted yes.


G.  WAGE FOR SUMMER HELP:
Dave Tysz made a motion to pay the summer help $11.00 an hour. Ted Blaszak seconded the motion; all council members voted yes, except Roy Schulz abstained from voting.


VIII.  REPORTS:


A.  MAYOR’S REPORT:
(Mayor Jaeger) Mayor Jaeger told the council that we have had 27 houses that sold in the past year.

B.  COUNCIL REPORTS: Dave Tysz asked about the Melton Building. There was discussion.

IX.  CONSENT AGENDA:

A.  APPROVE March 21, 2016, MEETING MINUTES: Ted Blaszak made a motion to approve the March 21, 2016, meeting minutes as presented. Roy Schulz seconded the motion; all council members voted yes.

B.  APPROVE BILLS FOR PAYMENT: Roy Schulz made a motion to approve payroll checks 12247 through 12258, 12276 and EFT payroll checks totaling $22,561.18; and check numbers 12259 through 12275, 12277 through 12289 and voided checks 12215 through 12229, 12233 and 12234 for $23,677.90 as presented. Ted Blaszak seconded the motion; all council members voted yes.


X.  ADJOURNMENT: Roy Schulz made a motion to adjourn the meeting at 9:48 p.m. Ted Blaszak seconded the motion; all council members voted yes.
