City of Tekoa COUNCIL MEETING MINUTES For November 4, 2019
I. CALL TO ORDER: Mayor Troy Wilson called the meeting to order at 7:00 p.m. Council members present at the meeting were Wilson, Lee Burchfiel, John Giudice, Bethany Fletcher, Alyssa Heagy, Roy Schulz, Wendy Sienknecht and Dave Tysz. Clerk/Treasurer Kynda Browning was also in attendance.
II. PLEDGE OF ALLEGIANCE: Mayor Wilson asked those present to join him in the Pledge of Allegiance.
III. PROFESSIONAL CONSULTATION: There was none.
IV. COMMENTS FROM THE AUDIENCE: There were none.
V. CORRESPONDENCE: There was none.
VI. OLD BUSINESS:
A. CITY OWNED BUILDINGS: Joni Hay gave the council a list of properties the city owns and their market value. We will ask if we can sell buildings that we received .09 grant money for and discuss it at the next meeting.
B. TED BLASZAK PROPERTY: Mayor Wilson told the council Mr. Blaszak is not interested in putting sewer to his property, so Mr. Blaszak will ask the tenant to move. There was discussion.
C. INVEST CITY MONEY: Browning gave the council a sheet showing the current rates we are receiving from the State Investment Pool. She told them some of the CD rates we could receive from two investment firms. After discussion, the council asked if there is a fee for the RBC representative to come down. She will get more information.
D. CECIL PARK: Browning told the council she will need to go to the county to find out if the city owns the park. Bethany Fletcher told the council the Fletchers own the property platted as Cecil Park.
VII. NEW BUSINESS:
A. BID OPENING FOR THE ANDERSSON BUILDING – NOVEMBER 18: To give the contractors time to put together bids, we will be opening the bids at the November 18, 2019, meeting. The council asked Browning to call our attorney and ask him how we can attach a lien and what we need to do to recoup our money if we have the building torn down.
B. MAPPING SYSTEM FOR SURVEY: The surveyor would like to know how we propose to use the survey information he has for us and what kind of mapping system we would like to purchase. The council said we aren’t interested in spending more money right now.
C. GRANT AUTHORIZATION TO ENTER INTO A BUSINESS RELATIONSHIP WITH CITY SERVICE VALCON FOR AVIATION FUEL:
Browning asked the council to approve the city entering into a relationship for aviation fuel from City Service Valcon. They are the only company that responded to the city to purchase aviation fuel. John Giudice made a motion to enter into a business relationship with City Service Valcon. Alyssa Heagy seconded the motion; all council members voted yes.
A. MAYOR’S REPORT: Mayor Wilson is keeping the burn pile open until the end of November since the leaves aren’t all down.
He asked the council to give him information they would like to discuss before the meeting so we can be prepared with information for them.
B. CLERK/TREASURER REPORT: She did not have a report.
C. COUNCIL REPORTS: Wendy Sienknecht asked about the fire ordinance. Alyssa Heagy is talking to Eric Hanson about it. She also talked about the proposed water rates and asked questions. Roy Schulz said we should look at what the role of our code enforcement officer is, because he is only called into service when he gets called and we should have him go out and look for items that are a problem instead of when they are reported. There was discussion. Roy Schulz asked for the code enforcement officer to give us a report for the council meetings. John Giudice thanked Lee Burchfiel for his time on the council.
D. COMMENTS FROM THE AUDIENCE: There were none.
IX. CONSENT AGENDA:
A. October 21, 2019, MEETING MINUTES: Roy Schulz made a motion to approve the minutes as presented. Alyssa Heagy seconded the motion; all council members voted yes.
B. APPROVE BILLS FOR PAYMENT: Roy Schulz made a motion to pay payroll check number 14370 through 14381 and EFT checks in the amount of $20,757.95 and check numbers 14382 through 14401 and EFT checks in the amount of $15,452.79 as presented. Alyssa Heagy seconded the motion; all council members voted yes.
X. ADJOURNMENT: Roy Schulz made a motion to adjourn the meeting at 8:02 p.m. Alyssa Heagy seconded the motion; all council members voted yes.
